Indonesia is a core country for our institute and in 2015, was RTI’s largest country of operation outside the US with 350+ employees working on USAID and DFAT projects (29 projects to date valued at $430 million), and our Asia regional office is strategically based in Jakarta. Our 30-year history in Indonesia and breadth of programming from the 1990s until now includes leading USAID Education and Governance portfolios for over 12 years under six separate contracts.
Positions Summary
RTI is currently seeking professionals with senior- and mid-level expertise in energy sector located in Indonesia with experience in the region for an anticipated USAID-funded energy project. The purpose of this activity is to improve Indonesian energy sector policies and planning and increase investment in advanced energy systems, particularly renewable energy, to expand access to energy, drive inclusive growth and reduce poverty.
Building upon USAID’s past and current engagement within the energy sector and in line with USAID’s Journey to Self-Reliance vision, USAID/Indonesia intend to work together with GOI and other key stakeholders to further advance their capacity and commitment to implement best practices in energy policies, incentives, planning, procurement and utility modernization, that will expand access to energy, drive inclusive economic growth, and reduce poverty, in a transparent and accountable manner. Candidates should have a strong understanding of the challenges and opportunities of key stakeholders across the Indonesian electricity value chain and be able to develop resilient tools to improve access and affordability to customers.
Candidates must have excellent interpersonal and communication skills to connect local/international businesses with other electricity stakeholders to create implementation synergies. Establishing a local presence in key locations throughout Indonesia is imperative to achieving long-lasting change in the market.

Candidates should also be fluent in English and have minimum of 7 years of experience in the energy sector in Indonesia or the Indo-Pacific region.
Senior Energy Technology Lead: will lead the adoption of appropriate technologies, operational practices, and help implement policy frameworks in order to meet growing demand at the lowest cost, while concurrently maintaining reliability, enhancing resilience, and minimizing environmental impact. The candidate will support the accelerated development and integration of emerging technologies, which include distributed energy (e.g., solar, battery storage), electric vehicles, modern gas systems, and energy efficiency.
Senior Procurement Advisor: will build on current government initiatives designed to create transparency in the procurement process; analyze energy procurement systems/processes and make recommendations for best value procurement along the supply chain for the end-users; perform de-risking activities to attract participation of global players ; evaluate current legal frameworks to match technology maturity and innovative auction options for new technology.
Senior Regulatory Advisor
Will lead the enhanced institutional strengthening of the relevant government agencies and private sector; provide technical guidance in the full effective implementation and harmonization of the various energy laws as these impact electricity users; lead the strategic analysis related to regulatory policies that foster an environment conducive to private sector investments in technology innovation and emerging modern energy systems, provide technical guidance to the regulators in the review of the existing competitive selection process that will lead to the most cost effective solutions to electricity users.
